Sweet Tooth asked: I have called local recyclers, including Waste Management. They say they will charge me to pick it up, not pay for it. Yet I know that over 70% of corrugated material gets recycled so it’s not worthless. Plus I always see people scavenging it, why would they if it has no value? But who buys it?

(The idea would be that they could then sell whatever they find… even back to the nations or companies who want to guard any secrets contained by the garbage. The rest on eBay or recycled for other purposes.)
Interesting answers so far. Sounds like it’s way beyond Tony Soprano, and probably needs an organization like SPECTRE or maybe SMERSH in order to make it… um…. profitable.
